The CIN (National Identification Code) is a unique mandatory code for every property used for short-term rentals in Italy. What the National Identification Code is
The CIN (National Identification Code) was introduced by the 2023 Anticipi Decree (D.L. 145/2023) to register and track Italian short-term rental accommodation. It is a unique code assigned to each individual property by the Italian Ministry of Tourism through a dedicated portal.
Before the CIN, each Region had its own system (CIR Lombardia, CIPAT Trentino, codes from the Autonomous Province of Bolzano, etc.). This fragmentation made national oversight difficult and created confusion for multi-region operators. The CIN unifies registration at central level, though it does not automatically eliminate existing regional codes (check with your accountant (commercialista) which ones you still need to maintain in your reference Region).
Who must request the CIN
The CIN is mandatory for every property used for short-term rentals, regardless of tax regime or management model:
- Private owners who rent directly, even occasionally, on Airbnb or Booking
- Property managers operating revenue share or subletting on behalf of third-party owners
- Hosts of B&Bs, room rentals, vacation homes, small residences
- Structured property management companies
The request comes from the holder of the activity (usually the owner), but the property manager can proceed under delegation from the owner.
How to obtain the CIN
The full procedure has 4 steps (verify the up-to-date details on the Italian Ministry of Tourism portal at the time of application):
- 1. Check the requirements
Confirm the property qualifies as a short-term rental (contracts up to 30 days, without hotel services). Gather the owner's personal data, the property's cadastral data, and the full address.
- 2. Access the Ministry of Tourism portal
Access requires the SPID or CIE of the applicant. If you proceed under delegation from an owner, prepare the necessary documentation.
- 3. Fill out the request
Enter the owner's personal data, the property's cadastral data, and the required information about the rental activity.
- 4. Receive the CIN and update your listings
Enter the obtained CIN in the dedicated field on every OTA listing (Airbnb, Booking, Vrbo) and on your own website. Keep the assignment receipt for any future audits.
Where to display the CIN
The CIN must be visible in every context where the property is promoted:
- Listings on Airbnb (dedicated field in the listing section)
- Listings on Booking.com (regulatory information field)
- Listings on Vrbo and other OTAs
- Property manager's or owner's website
- Promotional materials and guest communications
